A New Hotel Brings Fresh Energy to Costa Ballena

On 20 March 2026, a new hotel will welcome its first guests in the Chipiona side of Costa Ballena. Over the past year, anyone passing through Plaza de Europa will have noticed the steady progress on the site — cranes above the rooftops, workers finishing terraces and gardens. Now the project is ready: Best Village Chipiona, a four-star superior hotel with 420 rooms, is preparing to open.

To understand why this opening matters locally, it helps to look back at the story of Costa Ballena itself. The resort area stretches along the Atlantic coast of Cádiz province, and although many people think of it as one single place, it actually spans two municipalities. The western part belongs to Chipiona, while the larger eastern section — including the golf course and most of the residential developments — lies within the municipality of Rota.

The entire area was largely agricultural land until the 1990s, when regional planners began developing what was intended to become one of the most ambitious coastal projects in Cádiz province. Wide boulevards were laid out, large green areas reserved, and the now-familiar network of cycling paths and pedestrian routes was created to connect the new neighbourhood with the long Atlantic shoreline.

From the beginning, Costa Ballena followed a slightly different model than many other coastal developments in Spain. The plan focused on low-density construction, large green spaces, and a mix of residential housing, sports facilities and hotels rather than dense urban tourism zones. Over the years apartments, townhouses and several hotels gradually appeared, especially around Costa Ballena Ocean Golf Club on the Rota side.

The Chipiona side, closer to Playa de las Tres Piedras, developed later and at a slower pace. For many years this part of Costa Ballena remained relatively quiet, with large empty plots waiting for future projects. Residents who have lived in the area for a decade or more will remember when Plaza de Europa was still little more than open land marked out for development.

That began to change in 2018, when the first Best Hotel in Costa Ballena opened on the square with around 600 rooms. Its arrival brought a noticeable shift to this part of Costa Ballena. Suddenly the neighborhood saw a steady flow of visitors, particularly during spring and autumn when the climate attracts travellers looking for quieter coastal destinations.

The new Best Village Chipiona hotel now becomes the second large hotel development in the Chipiona sector of Costa Ballena, continuing the gradual transformation of the area around Plaza de Europa.

According to Chipiona’s mayor, Luis Mario Aparcero, the opening will create more than 150 direct jobs, many of which are expected to be filled by residents from Chipiona, Rota and nearby towns. For local businesses — from suppliers to restaurants and transport services — the economic impact often spreads well beyond the hotel itself.

The developers behind the project have also signalled that the current hotel may not be the final stage of investment here. Long-term plans reportedly include a five-star luxury hotel, envisioned as a flagship property with extensive outdoor areas, several pools and a number of rooms with private plunge pools.

For now, however, attention is on the opening later this month. As spring approaches and activity begins to return to the coastline after the winter months, the new hotel marks another step in the ongoing evolution of the Chipiona side of Costa Ballena — an area that has slowly moved from empty development plots to a growing hotel and residential district along the Cádiz shoreline.
