Recent planning shows the resort preparing to add around 1,500 hotel beds, lifting it into the province’s top tourism tier. The local council points to two five-star Gran Lujo hotels, each with roughly 500 rooms (40 featuring private pools), plus another luxury property of 450 rooms near Lago del Sur. These developments represent more than just capacity — they mark a shift in ambition and identity.
Sustainable infrastructure joins the mix
What gives this growth its credibility is the parallel commitment to sustainability — not as a marketing phrase, but as an operating principle. The municipality is introducing a pneumatic waste-collection system, a network of underground conduits that transports waste directly to treatment centres. It’s a clean, quiet technology already proven in nearby Rota, reducing lorry movements, emissions, and visual clutter.
Costa Ballena’s original master plan included this infrastructure decades ago, but now it’s finally being brought to life. The system will help preserve the calm that defines the area — fewer trucks on narrow resort roads, less noise before sunrise, and cleaner air for residents and guests alike.
Beyond waste management, Chipiona’s town council is also investing in cycle paths, electric vehicle access points, and upgraded beach services designed with environmental criteria in mind. It’s no longer about simply building hotels; it’s about building a destination that functions intelligently. Improved road access from Tres Piedras and Rota, new cycling routes, and upgraded beaches all point in the same direction. As Chipiona’s mayor notes, this isn’t a gradual improvement but a deliberate redefinition of Costa Ballena’s future.
